Each song sequenced was programmed by hand.  Meaning, the computer program doesn't just listen to the song and move the lights.  What you see created was done by hand. Its not done by a wave analyzer, though one maybe used during programming.  The programmed is done by a persons and their interpretation of the song.  Once programmed, the sequence is saved and added into the show.

It takes approximately 1 1/2 to 3 hours per minute of song to create the sequence.  Meaning, a 4 minute long takes between 6 to 12 hours to program.

In Christmas 2007 there are over 9000 lights in the display, including the static lights that you see. When all lights are on at full power, it draw over 8800 Watts of power. 

The power usage for the 2007 display cost approximately $90.  Much less what one would think.  But, since not all the lights are not all on at the same time, the actual power usages is much less.  But, then entire display was engineering to have the ability to have everything all on at once.
